Redefining what responsible development looks like

At Gawara Baya, Windlab challenged the traditional approach to environmental management by asking a simple question: What if renewable energy projects could leave the surrounding landscape in a better ecological state before?

That question became the foundation of the Gawara Baya Biodiversity Net-Gain Strategy — a voluntary strategy to deliver measurable improvements in biodiversity over the life of the project, rather than simply managing and offsetting environmental impacts.

The result is an approach that seeks to generate clean energy while restoring ecosystems, strengthening habitat, and supporting long-term ecological resilience.

Looking beyond compliance

Environmental legislation rightly requires developers to avoid, minimise, and offset impacts where possible.

Windlab’s ambition at Gawara Baya goes further.

Rather than viewing biodiversity management as a compliance exercise, the project adopts a landscape-scale approach focused on delivering lasting ecological improvements alongside renewable energy generation.

This recognises that addressing climate change and protecting biodiversity are not competing priorities — they are complementary challenges that require integrated solutions.

A science-led approach

The Biodiversity Net-Gain Strategy was developed through detailed ecological analysis and consultation, supported by technical expertise from partners including Aurecon.

More than 8,000 hours of ecological field surveys and analysis informed the project’s design, helping avoid and minimise impacts on sensitive habitats before construction planning was finalised.

Building on this foundation, the strategy includes:

  • A voluntary 20-year implementation program.
  • A commitment to achieve at least a 10 per cent improvement in biodiversity compared with pre-project conditions.
  • Identification of priority species and ecosystems for targeted recovery.
  • Securing and managing land for ecological restoration beyond required offsets.
  • Long-term monitoring and transparent reporting to measure outcomes over time.

Rather than relying on assumptions, the strategy establishes clear objectives that can monitored, valuated, and refined throughout the project’s life.

Restoring ecosystems through partnership

Working alongside the Gugu Badhun Aboriginal Corporation (GBAC), Windlab is exploring opportunities to integrate caring for Country principles and Traditional Owner knowledge into the delivery of restoration and land management activities.

These partnerships recognise that healthy landscapes are supported by multiple ways of knowing, including contemporary scientific research and First Nations knowledge systems developed over millennia.

Key initiatives include:

  • Habitat restoration and revegetation.
  • Weed and pest management.
  • Protection and recovery of key species.
  • Long-term land management aligned with regional conservation priorities.

A measurable commitment

The Biodiversity Net-Gain Strategy is backed by measurable targets and long-term investment.

Windlab has committed an initial $4 million to ecological restoration and threat abatement initiatives that extend well beyond regulatory obligations.

Over the next two decades, progress will be monitored through ongoing ecological assessments, enabling restoration outcomes to be measured, reported, and continually improved.

This long-term approach provides confidence that biodiversity outcomes remain a central part of the project’s success — not simply a commitment made at approval, but one delivered over time.
